Devin Jacob Ballard, a 20-year-old US Marine, has been indicted on suspicion of murdering and robbing a woman in Okinawa.

The indictment covers the alleged strangling of Anna Yagi, 39, and the theft of her belongings at a hotel in Naha on 3 October. Prosecutors stated that Ballard used a telephone cord to strangle Yagi before taking her backpack and wallet. Ballard was stationed at US Marine Corps Air Station Futenma when he was arrested.

Ballard has denied the allegations, according to media reports. However, Asahi Shimbun and Kyodo News cited investigators who said he made statements suggesting his involvement. Security footage from the hotel shows a man believed to be the suspect entering with Yagi and leaving alone with her items.

Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent similar incidents in the future.

Okinawa Governor Genta Koja said the prefecture has repeatedly demanded that the US take action to prevent such incidents. He characterized the alleged crime as a sign of a lack of discipline. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to the victim's family.

The case has sparked outrage across Japan. Approximately 100 people protested in Naha and Tokyo earlier this month. Social media users expressed anger, with one posting that enough is enough. Okinawa hosts the highest concentration of US troops in Japan, with around 55,000 soldiers stationed there.

Previous incidents have also triggered public anger. In 1995, tens of thousands protested after the abduction, beating, and rape of a 12-year-old girl. In 2024, four sexual assault cases involving US troops were reported in Okinawa. Air Force member Brennon Washington received a five-year sentence for the rape and kidnapping of an underage girl that year. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
